Looks like

A sheet of fascia between the front and the outer (fibular) compartments of the lower leg, attached to the fibula.

What it does

Separates the shin-lifting muscles from the fibularis muscles and gives them attachment.

Keeping it well

Part of the closed compartments where swelling can raise pressure (compartment syndrome); surgeons open them to relieve it.
