Looks like
A tough sheet of fibres almost closing the large hole in each hip bone (obturator foramen), leaving a small channel at the top.
What it does
Gives attachment to the inner and outer obturator muscles; its gap lets the obturator nerve and vessels through.
Keeping it well
A hernia can squeeze through the gap (obturator hernia), mostly in thin older women, with pain down the inner thigh.
